Help with the Google +1 Button

Hello, I have attempted several times to put the new Google +1 Button on my site but I am unable to get the button to be viewable. My problem I think is that I am not 100% understanding the 2 following instructions on how to put the button on your site: The HTML code below will add a basic Google+1 button to your website.
