WordPress and BlueVoda newbie question

Can i download Wordpress on to my home computer without going live as i am really new, obviously, to websiting. I would like to just mess around in Wordpress first to get a feel for it without having to pay anything up front? Adding Google +1 Button

Hi guys I’m trying to insert Google plus 1 button on my page a whole day without any success.
